Dr. Kaya earned her Bachelor of Laws (LL.B.) from Istanbul University and completed both her Master of Laws (LL.M.) and Doctor of Juridical Science (S.J.D.) degrees from Penn State University in the US.  Combining advanced academic credentials with practical legal insight, Dr. Kaya brings a unique interdisciplinary perspective to transnational legal matters.
